has a bright line. it says if you engage in a wongful action, there is a defense called the insanity defense which never works as most of us know because we don't recognize it. should we recognize it, that's an interesting question. should we have a more robust concept of diminished responsibility in light of the understanding that some people have less control over their preferences and desires or should we have better sentencing schemes or get rid of incarceration and come up with different models of trying to deal with punishment once we understand people have wrong selections. i think those are all interesting questions, but is there free will? well, the fact that almost everybody in the audience raised either their right or left hand contemplated it and were quickly able to act and respond. that to me says, yes, there is. now what do we want to do about it? now that we understand that those of us in the audience or up here that like chocolate cake may not have control over it, how do we want to account for that if at all in the criminal justice system? to date, we haven't. in th

of defense pledges to do whatever it can to support the psychological health of this population. so, samhsa has taken on the military service members, veterans, and their families as an initiative to focus specifically on the behavioral health issues for this population. and to insure that any individual who needs it has access to appropriate behavioral health services. and those services are what are considered to be evidenced-based practices that are focused on recovery. that includes the center for trauma? that is correct. and we have, we have a variety of resources with-in samhsa, we have a trauma initiative, we have, um, the center for trauma-informed care, we have, um, a focus on a, making sure that what we call recovery-oriented services are available through our community providers and through the states. so, samhsa is not, um, getting in the way either va or dod doing their appropriate mission. but we are partners with them in the sense that both state authorities and behavioral health and community service agencies are understanding this population. and so, our role is to, is to c

of defenses and arguments you see in the federalists today? who writes them? who sits at home and drafts arguments we see, letters, you see -- you never [inaudible] these were people who were engaged and knew the constitution and these were not scholars. these were not people who had appropriated to themselves license, the soul license to interpret or talk about the great document. these were foreigners. these were business people. some of them who have formal education, some who did not. they cared about the country. i think you need to have that today. i think that, you know, i go back to your book, you talk about the written and unwritten constitution. the unwritten constitution is that sort of trying to bring to apply it to current events and problems and cases, and developments and the debate continues on each one of those. and that's why you see the court go different ways. that's why the arguments -- [inaudible] that's why the scholarship is so important. one thing i like about the tone of the book. it's so positive. it's refreshing. you know, it's not i have all the answers. here

part of some last-second deal. hit the defense department. but the pentagon's real problem is not those cuts, but the ones that are going to be coming over the next decade. we talked to military contractors, top officials at the pentagon. they see a long period of downward decline. that after the war in afghanistan, there's going to be a period of austerity. they're calling it -- they have a term around the pentagon, a very graphic self-amputation as they cut back over the years. and this was one of the reasons that president obama had, at the top of his short list, the former republican senator, still a republican, chuck hagel of nebraska. he's somebody who's talked about the pentagon as being bloated, had very specific ideas about how to cut it. but mike, sam, the table, we're hearing that that trial balloon has been popped. that senator hagel has a possibility for secretary of defense, has really lost a lot of altitude. and what they discovered was, there's not a natural constituency for him. republicans, as you guys know, have fought with him over the years. he was against the war i
